"As the South China Sea is part of the Pacific, any armed attack on Philippine forces, aircraft or public vessels in the South China Sea will trigger mutual defense obligations under article 4 of our mutual defense treaty."
Article 4 requires the U.S. and the Philippines to come to the defense of the other if one is attacked. Pompeo's declaration amounts to a U.S. war guarantee.

While the piece did not explicitly label this group as “liberal,” several indications bear this out, such as the “highly educated” description (54 percent of college graduates at least lean Democratic), the fact that the vast majority of “urban” voters tend to be Democrats, and the known political leanings of the areas the research itself draws from, such as Massachusetts.
