The White House Office of Management and Budget has asked the U.S. Congress for more time to phase in a ban on federal contracts with companies that do business with Chinese telecom giant Huawei, part of a defense law passed last year... But the White House said the government needed two additional years to work out rules for another part of the law, which requires third-party suppliers and contractors to restrict their purchases and use of Huawei equipment.

"It seems highly likely that the pilot was suffering from vertigo and was unaware of his condition," the Japan Air Self Defense Force (JASDF) said in a press release. The plane, which was less than a year old, crashed 28 minutes after taking off from Misawa air base in Aomori prefecture. Officials believe the aircraft came down at a speed of about 1,100km/h (683mph).
The pilot gave no indication he was in trouble and there is no evidence he tried to eject his seat. The airforce has not recovered any intact data from flight data recorders.

This is part of a larger strategy to tackle the plastic pollution problem that the government is expected to announce Monday. According to the source, the full list of plastics to be banned by the federal government will follow the model chosen by the European Union, which voted in March to also ban products made of oxo-degradable plastics, such as bags. Oxo-degradable plastics include additives that don't completely biodegrade but fragment into small pieces and remain in the environment.
Fast-food containers and cups made of expanded polystyrene, which is similar to white styrofoam, will also be banned...

Mexican National Guard held up the "La Bestia" train in an unpopulated area near Tuxtla Gutiérrez, Chiapas, a city north of the Mexico-Guatemala border, where migrants have been crossing into the country. The operation marked the first of its kind since López Obrador and President Trump reached a deal late Friday... Democrats in the state Legislature on Sunday agreed to make adults between the ages of 19 and 25 eligible for the state’s Medicaid program. Not everyone will get those benefits, only people whose incomes are low enough to qualify for the program. State officials estimate the program will cover an additional 90,000 people at a cost of $98 million... In addition to covering some adults living in the country illegally, California’s proposed $213 billion budget would make the state the first in the country to help families earning as much as six times the federal poverty level pay for their monthly health insurance premiums. That means families of four earning $150,000 a year would be eligible for help of about $100 a month. But to pay for part of it, the state will begin taxing people who don’t have health insurance...
The budget agreement still must be approved by the full state Legislature. State law requires lawmakers to enact a budget by midnight on June 15... Democratic Gov. Gavin Newsom has 12 days to act on the budget once lawmakers pass it. In a news release, Newsom said the budget initially approved by lawmakers on Sunday is balanced and “creates historic reserves” and said he looks forward “to continuing to work with the legislature.”
