The Democratic Party is hungry for a permanent majority. But to get this done they would need a Constitutional amendment – and that’s not easy.

Chances of this passing? Not much. Article 5 of the Constitution describes the process to alter the Constitution; An amendment can be proposed either by a two-thirds majority in both the House and Senate or by a convention of states called for by two-thirds of the state legislatures.
