A male Rhode Island resident contacted Senator Whitehouse (RI Senator) about having knowledge of Judge Kavanaugh beating/sexually assaulting a woman on a boat.

Senator Whitehouse rightly gave this allegation to Senator Grassley. Grassley asked Kavanaugh about it and Kav denied it. [edit to add source]

Later, the same man recanted his allegations on Twitter by the handle "@JeffreyCatala16", primarily after people found his Twitter account, and found VERY anti-Trump tweets.

Grassley is now referring this recanted allegation for criminal investigation. That means that the recanting accuser could face criminal penalties for his recanted allegations, such as a fine or even jail time. More importantly, that means people thinking about making false allegations may be deterred from making the allegation, because they will possibly be subject to criminal penalties.
